INSTITUTIONALIZATION OF ENERGY POLICY IN THE FEDERAL RUSSIA

With the globalization of energy are transformed into a kind of indicator of the level of political cooperation between public authorities and the business community. It is also difficult to predict the development of the energy policy of excluding occurring in their political processes. Especially with regard to the interaction of the Federation, with its constituent parts - regions. Conceptually energy can occupy two positions in the political process. On the one hand, they can be the source to cause the beginning of the policy process. On the other hand, energy is often a resource or tool for solving political problems. This article explores the process of institutionalization of energy policy in Russia, taking into account the changing role of the state in this process, the adoption of energy strategies and the next adjustment federal policy of the country.
