It should be accepted that the existing model of asymmetrical federal structure of Russia, as well as the practice of implementing it in national, regional and federal relations do not allow to fully ensure a political and legal environment of long-term and guaranteed standards for the protection of the national unity of the country. With all the success of the strategic course of the Russian government in the implementation of the national policy on the principle of «unity in diversity» and strengthening constitutional and national scrapie statehood periods in the history of the new Russia continues to occur Compound disintegration problems that traditionally solved by the Centre in the administrative style manual in conjunction with elements of regional centralization / decentralization of administrative governance. A striking example of activation of disintegration tendencies in the country is the so-called «parade of sovereignties», which was successfully passed only by a balanced compromise, and federal policy. However, without diminishing the merits of the power structures in peer strengthening national and ethnic basis of the country and ensuring its national security, competence, capacity and the regulatory role of the modern scientific and expert community of Russia by all accounts has the right to contribute to the realization of practical politics. This article discusses all the possible introduction of mediation and communications technologies into a federal state matter with a view to reaching a compromise on the level of political decision-making of the Federation to further strengthen the ethno-national unity of Russia.
